The changelog gives a little more details about the update. To upgrade, use the usual PEAR command:

Experienced PHP programmer, Symfony newbie... Downloaded Symfony yesterday and played around with it and I have to say, I like it alot.. I have been using CakePHP prior to this, but I think I am going to switch everything over to Symfony now...

Never the less, did have some problems of course... One of the most glaring ones is that the web/sf/ directory is not included (in the PEAR distribution at least) which was causing my generated web pages to look like crap. Just wanted to mention that in case others have a similar problem, I downloaded the sf_sandbox and got the web/sf directory from there and all is well.
