This plug-in emulates PDO so that you can use it even when PDO is not actually installed in php. It does not provide the complete functionality of PDO, just what is necessary to get Propel to work.
I created this plug-in a while ago to allow me to upload symfony sites to shared hosts that do not have PDO but needed to use it for Propel. I realise using it is probably a bit of hack but I did not notice any speed problems or bugs due to using it.
